Special relationship

I've just been hearing on the news about President Obama's visit to the UK. A lot of talk about the "special relationship" we have with the US. Now I've not really been keeping up with politics but is this the same relationship Tony Blair had with Bush, where Bush would say " Jump!" and Tony would answer " How high?"
